INFORMATION SYSTEM TO MONITOR AND MANAGE THE FINANCIAL SITUATION OF FAMILIES IN THE RUSSIAN FEDERATION, TO PREVENT THEM FROM FALLING INTO POVERTY, AND TO CONTROL THEIR REMOVAL FROM POVERTY (FAMILY ECOSYSTEM)

Abstract

The article highlights one of current Russia’s important social objectives: lifting families out of poverty and preventing them from falling into this state. The social treasury project that is being discussed could contribute to attaining this goal. It is demonstrated that one of the most important parts of such work is building effective management based on a system of indicators characterizing the family, and this system should not be limited to indicators of financial resources. Using cybernetic laws, a management scheme has been formed that uses the state’s information resources to monitor the actual situation of the entire layer of poor families as well as families vulnerable to falling into this category.
