MANAGEMENT BY OBJECTIVES IN RUSSIAN REGIONS IN THE TRANSITION TO THE ANTHROPOCENTRIC SOCIETY

Abstract
We analyze the use of program-target method in regional governance with focus on the development of anthropocentric territory. The article shows the features of the method to ensure the effectiveness of development, marked by challenges and difficulties when using the method. The tasks associated with the methodological support the development and implementation of targeted programs, resulting from the entry into force of the Federal Law "On the strategic planning" from June 28, 2014 N 172-FZ.
