Abstract
In the article, the author analyses systemically a draft law aimed at merge of the Russian Pension Fund and the Russian Social Insurance Fund. The following aspects are considered: current conditions for the merge; purpose of the merge; functional and structural aspects of the merge; changes to be made in the management system of the social insurance; processes contributing to the merge. Upon the analysis, the author formulated conclusions of seven paragraphs.
