Abstract
Clusters and cluster policy become an important approach to economic development, its competitiveness improvement and the stimulation of innovative development. Innovation clusters combine the features of scientific, industrial, educational, and industrial clusters. The purpose of the innovations clusters is to develop an effective system of interaction and cooperation of science, education and industry to enhance the competitiveness of cluster members, the region where it is located, and the national economy as a whole. The work presents the key features of innovative regional clusters, define the role of clusters in economic development; the international experience of the implementation of the cluster policy is analyzed as well.

Abstract
In the article the mechanisms of cooperation between federal, regional and municipal strategies are viewed. In accordance with Federal Law No. 172-FZ “On Strategic Planning in Russian Federation” dated June, 28 2014 the subjects of strategic planning, their powers, responsibilities, principles and documents of strategic planning are described. The article describes the mechanism of coordination between all the levels of federal and municipal power, showing all the subjects of the strategies coordination mechanism, their relations, the point of responsibility and control, the sources of financing. Responsibility on all the stages of strategic planning – strategy making, coordination, development and realization – is the key point of the strategies coordination mechanism.

Abstract
In present conditions, the future development of the theory of the management is based on new methodological approaches and principles. The system of the management is seen as a unity of the following elements: the mechanism, the process, the structural relations and the resources of the management. In the article, a new classification of the principles of the management is presented, and also a multidimensional model of the process of the management in three dimensional measurement, on the basic of which a new approach to the formation of structural relations in the organization.

Abstract
In modern conditions most clearly manifest differences in human capital. We believe that human capital is the foundation of effective functioning and competitiveness of the organization of any organizational-legal form. One of the hallmarks of his classification is the qualification of its speakers. They point out unskilled workers and intellectual labor, as well as top managers. In this article formulates the requirements for human capital to meet the requirements of a market economy in modern conditions.
