The article considers the main trends of development of innovative enterprises, particularly their functioning, especially the choice of the development of innovation in the en-terprise; basic criteria of innovative production.

The article examines the features of transformation of the Russian and Belarusian countryside in the post-Soviet period. Special relevance in the present time has reform of local government. Local governments in both countries must have the broadest possible powers in solving local issues of socio-economic development.

Increase of effective management of innovative activity at the industrial enterprises is one of actual problems of development of economy. In turn, successful management of innovative activity of the enterprises in many respects is defined by efficiency of the developed actions allowing to solve problems of its implementation. And also quality of introduction of the developed actions in practical activities of the enterprise. Introduction needs to be carried out taking into account the revealed problems of development of innovative activity, and also features of its implementation at the concrete industrial enterprise. In work the complex of the actions allowing to increase effective management of innovative activity of the enterprises is offered and reasonable. The description of the main stages of introduction of the offered actions is provided to practical activities of the enterprises. The inventory and the works necessary for realization of the developed actions is defined, and also the estimate of the planned expenses is made.

The paper proposes an approach for the evaluation of innovative activity of modern organizations. The main reason for the low innovation activity of domestic business, is the lack of funds. To stimulate the organization to technological innovation, it is necessary to assess their commercial potential and to publish it in various periodicals. We proposed some assessment criteria for innovative activity of Russian organizations. The considered approach to the assessment of innovation activity shows the actual innovation in the enterprise, focused on the end result, to improve the operating efficiency of a business and the formation of a strategic competitive advantage. This study will contribute to the development of technology leadership in industries where it is possible.

The main direction of sustainable development and structural policy of the regions is realization and increase of competitive advantages of potentially competitive economic branches and sectors by improvement of market mechanisms of creation of institutional conditions on the basis of historical prerequisites of development of these branches and sectors, modernization of production base and the increase of efficiency focused on technological changes for increase of productivity of regional economy. There are results of the analysis of regional economy productivity based on indicators of labor productivity and the capital of the leading branches in reproduction sectors in the article: innovative and investment, fuel and energy, consumer, infrastructure, on the example of the Novgorod region. The conclusion is drawn that, despite the pursued area clustering policy, in the short term it isn’t possible to solve the put problems of productivity increase of innovative economy. The effect at best can be shown outside 2020.
