Abstract

Currently, a year after the adoption of the law on raising the retirement age, discussions about the strategy and tactics of developing the Russian pension system in the press and among professionals have practically stopped. At the same time, factors affecting the pension system have not disappeared with increasing retirement age. Only their perception has changed somewhat. It seems appropriate to recall these factors and problems once again, taking into account global trends.

The attentive reader probably understands that global players of world civilization are controlling or trying to control the development of global trends, and if you change the organizational or financial structure of the pension system without paying attention to controlled global trends, the changes you make can help one or another global player, and this may harm the interests of our country.

Abstract

The provision of state services in electronic form today is one of the innovative directions of development of mechanisms for implementing the functions of state bodies. This was made possible by the improvement of information technology and the use of electronic signatures to give legal significance to documents in electronic form. The article raises the legal and technical issues of using electronic signatures in the practice of providing public services to the Pension Fund of the Russian Federation in electronic form.

In the first part of the article, based on an analysis of federal regulatory legal acts in the field of public services and the use of electronic signatures, it is concluded about the types of electronic signatures used in the provision of public services in electronic form, as well as by what means the applicant can check the availability and validity of the electronic signature on received documents as a result of the provision of services.

The second part analyzes the use of electronic signatures in the provision of two selective government services of the Pension Fund of the Russian Federation (informing insured persons about the status of their individual personal accounts in the compulsory pension insurance system and informing citizens about the category of citizens of pre-retirement age) through the Unified portal of public services and the personal account of the insured Pension Fund of the Russian Federation website. The author verifies the validity of electronic signatures on documents obtained as a result of an experiment using the services of the Unified Portal of State Services and a commercial accredited Certification Authority.

Abstract
Standard assessment of innovative projects involves procedures for discounting of the expected cash flows. In the short term, their real value can vary significantly, and that will cause significant differences between the current market values of the contracts and their estimated values at the time of investment risks taking. Use of the investments assessment based on the market interest rates allows performing more accurate evaluations of the results of the planned investments and optimizing their structure.

The megacity as a subject of national and global economy, with its considerable potential for such growth, needs to ensure the innovation climate. Abstract
In the report the authors analyze the complex problems associated with the formation of regional industrial clusters, initially announced as an innovative structure. The main objectives of the planned is the introduction of the real economy scheme of public-private partnership and in the revival of national medical industry of innovative type, in particular, the sector of pharmaceuticals. Solution of these problems, according to the author, provide a procedure for import of foreign drugs quality Russian pharmaceuticals, which is currently the most important task, which stood in front of society and the state. Expounded material evidence of the relevance of the issues raised by the report. The author examines the pharmaceutical cluster of St. Petersburg, activities, participants, members of these relatively new shape territorial entities, analyzes the innovation activity of a number of existing enterprises producing both generic and original commercial products with innovative features. The latter feature is not always obvious. However, to identify the innovative leaders in the cluster author of the report offers a comparative analysis of multi-dimensional methodology. The report draws conclusions, makes recommendations.
