This article discusses the housing and utilities industry as an object, what is exposed to a number of external and internal risks. On the example of research conducted detailing and specification of problem sides and the main risk factors affecting the activities of the utilities.

We put forward the key thesis on the necessity of a systematic approach to strategic planning and management, such approach defines the requirements for the degree and quality of Government interference in the processes of knowledge and technology creation. Our research of the role of Government structures in the newly adopted strategy of Russia scientific and technological development have revealed several gaps in functional and structural aspects of Government involvement in executing a strategy of economy upgrading and creating innovative capacity.

The article notes that the advantage and novelty of the cluster approach is that it gives high importance to the microeconomic component, as well as to the territorial and social aspects of economic development. In addition, it offers effective tools for regional development stimulation, which manifests in increasing employment, the competitiveness of regional production systems, budget revenues, etc. However, this direction in Russia's economic practice is poorly understood: there is no integrated system for measuring their performance. Therefore, this article presents the method of quantitative analysis of the functioning of territorial clusters developed by the author.

In recent years the problem of conducting research and govern risks applying risk management as the main methodhas become a vital question due to the increasing complexity of social and technological processes related to medical diagnostic and rehabilitation programs. The identification of the main risk groups, as well as detailed analysis of the main components of affecting risk factors at the macro and micro level can be considered as one of the most importantstage in the high-quality management of the health sector.

The algorithm is proposed in the article, including on the basis of calculation of financial coefficients, as well as the use of the production function of Cobb-Douglas in the classical form and modifications of J. Tinbergen, the causes of the crisis in the world aviation industry enterprises of Russia. Based on the results of the survey of the expert of JSC «RAC «MiG», the conclusion is substantiated that at the present level scientific and technical studies of the most dangerous industries for the domestic aviation industry are carried out. The main directions of anti-crisis measures for the economy at the enterprises of the aviation industry are outlined.
