The article substantiates the necessity of the cluster approach in the organization of training of students under the programs of additional vocational education, retraining and advanced training of the personnel of the agroindustrial complex. Formal criteria for assessing the effectiveness of training differentiated competencies are given.

Questions of formation of the agency’ competencies reflect the specific features of the recessionary period of economic development associated with the need to rely on entrepreneurial initiative and responsibility, on the independent economic behavior and autonomous making decision skills. In this sense, the educational environment is forced to perform additional tasks, which, in a normal situation of economic stability or growth, is not coming to the fore - the task of developing the social and psychological characteristics of the activities of a market agent and the goal of the formation of individuals, students within educational institutions or undergoing training tuition common professional skills of agent behavior, necessary for work in commercial companies, aimed at ensuring the profitability, and non-profit organizations, including government agencies and structures, providing state and municipal services. Specific agency competences, behavioral skills and the willingness to risk bearing, the ability of acceptance of responsibility and of making a choice, allow more efficient match between customer needs and capabilities of organizational structures.

The article describes the basic principles of regulatory theories of motivation, which are key principles of the theory of social controls. Based on this theory are protected in the doctoral thesis of the author, and further developed in a number of publications. Full details of this theory is reflected in the book, which was published in the Czech Republic: «Zakharov N. Regula-tor`s theory of motivation. – Prague : ChTU, 2009».

The article gives modern negative trends analysis of state and corporate capitalism, illustrates describes attempts to solve them within the current economic model as unsuccessful. There is formulated specific of IT industry economic model, as immaterial industry, leads to new base of «supplier-consumer» relationship. The article introduces new term – «information communism» to explain this new base, arises the problem of adequate organizing form invention.
